- An intensifying restructuring cycle
Since late 2023, there has been a sharp rise in the number of Employment Protection Plans (PSE) and Collective Mutual Termination Agreements (RCC). According to the latest data from DARES and our own estimates, the total number of workforce restructuring initiatives in 2024 is expected to significantly exceed pre-pandemic levels, reaching approximately 660 PSE and RCC cases.
- Increasing Pressure on Employment
In 2024, no fewer than 192 000 jobs have been impacted by collective restructuring procedures—well above pre-crisis levels, which averaged around 140 000. This trend highlights growing economic instability and uncertainty, suggesting a sustained high volume of restructurings in 2025.
- The Rising Politicisation of Restructuring
Since the dissolution of the National Assembly, workforce restructuring has become a key local political issue, particularly for newly elected officials (30% of current MPs). Elected officials are leveraging these cases to position themselves as employment defenders, prompting companies to exercise increased caution when announcing restructuring plans.
- 9 Key Recommendations for PSE Negotiators
In this evolving landscape, labor unions play a pivotal role. We consulted Olivier Guillou to share his insights on the situation. He outlined the key stakeholders involved in advising Works Councils (CSE), their respective approaches, and their level of engagement. He also provided nine strategic recommendations for union negotiators involved in PSE discussions.
