Étienne Chantrel has been appointed as a non-governmental advisor to the New Caledonia Competition Authority
Mr Chantrel, Partner and Head of the Economic and Regulatory Advisory practice at the independent European consulting firm Eight Advisory, has been appointed as a Non‑Governmental Advisor (NGA) to the New Caledonia Competition Authority, as part of the work of the International Competition Network (ICN).
This two-year appointment, renewable indefinitely, is a significant institutional recognition. The role plays an essential part in international cooperation on competition law.
Founded in 2001, the ICN now unites over 140 competition authorities worldwide, promoting the convergence of practices and the effectiveness of competition policies, as well as international cooperation.
NGAs are appointed by member competition authorities and are tasked with providing independent expertise and actively contributing to the network’s international work. This includes drafting reports and recommendations, and participating in the ICN’s annual meetings. They help disseminate international best practices.
Étienne Chantrel’s appointment forms part of a strategy to promote French expertise in competition economics on the international stage, while addressing the specific challenges of New Caledonia and aligning with international standards.

Biography:
Étienne Chantrel is an economist specialising in competition and structural reforms. He is a partner in charge of the Economic and Regulatory Advisory practice at Eight Advisory.
He holds a PhD in Economics and is a former student of the École Normale Supérieure (ENS). He is also a graduate of the Institut d’Études Politiques de Paris (Sciences Po) and the École Nationale de Statistique et d’Administration Économique (ENSAE). He studied economics at the University of Chicago, the Toulouse School of Economics (TSE) and Télécom Paristech. During his career in the public sector, he developed recognised expertise in competition economics, serving as an advisor on competition matters in the office of the Minister for the Economy (2014–2016) and as Head of the Mergers Division at the Competition Authority (2017–2024).
